Can a sewage holding tank be installed under a driveway?

On many plots the only open ground near the house is the driveway or a parking space. A sewage holding tank (reoveemahuti) only stores wastewater until a tanker pumps it out (purgimine): no treatment, no outlet. UK readers may know it as a cesspool or cesspit. Whether a holding tank under a driveway or parking space is acceptable depends on which document you read. The Ministry of the Environment’s 2015 guide says no; Vesmaco’s installation guide says yes, on strict conditions. Our verdict: avoid it if you can; if you cannot, it needs a designed solution. Below: both sources side by side, the slab, the hatch, the emptying truck and the alternatives.

Two guides, two answers

Both documents explain how to install an underground holding tank. On traffic they disagree.

The ministry’s wording (sõidutee või parkimisplatsi alla) does not distinguish a public road from a private driveway, and it gives no technical reason. Vesmaco’s guide covers its reinforced-fibreglass (GRP) tanks and states that it follows EN 976-2. Neither document is a law, but both treat traffic over a tank as a problem to solve, not something to ignore.

What Vesmaco’s guide requires under traffic

For a trafficked or parking area, the installation guide keeps the normal steps (stone-free sand bed, backfill in compacted 30 cm layers, anchoring where needed) and adds a reinforced-concrete load-distribution slab above the tank. The slab must be:

  • at least 15 cm thick;
  • at least 50 cm above the tank;
  • 50 cm larger than the tank in length and width, on every side.

The guide asks for the same slab when a tank goes deeper than 1.5 m.

These are minimums, not a design. For this slab the guide gives no reinforcement or concrete specification; for the anchoring base slab it does, and says a certified design or construction company determines its weight and dimensions. Treat the traffic slab the same way: a qualified designer sizes it for the vehicles that will actually use the drive.

With the lengths from Vesmaco’s model table, the minimum slab outline is the tank’s length and diameter plus 1 m each:

Lengths are as listed on the site; the drawings show 100 mm less, so check the drawing for your model before the slab is sized. The designed slab may well be thicker or larger.

The slab also takes up height: with at least 50 cm between tank and slab and at least 15 cm of concrete, the top of the tank sits at least 65 cm below the top of the slab, plus any surfacing laid on it. Check this against the house’s sewer pipe. The ministry guide notes that installation depth follows that pipe, and Vesmaco’s order drawings allow an inlet depth of up to 1500 mm. Where pipe and tank have less than about 1.3 m of cover, the ministry guide says to insulate them from above with moisture-resistant, load-bearing polystyrene board; ask your designer how that fits with the slab.

Choosing the hatch and riser

Vesmaco’s base kit comes with a plastic cover. The order drawing (MK-5 D1400, rev. B) lists load-classed covers as options: EN 124 class A15 (1.5 t), B125 (12.5 t), C250 (25 t) or D400 (40 t). It also lists the service riser (maintenance shaft) that leads up to the cover: PVC D200 as standard (height 500–1000 mm), or optional D400 (500–1000 mm) or D600 (500–1500 mm).

The drawing does not say which class suits which surface, and Vesmaco’s guide says to ask the company, so tell the supplier which vehicles will cross or stand over the tank. For comparison only: Tallinn’s design requirements for city streets ask for covers of at least C250 in car parking areas, on pavements and in green areas, and at least D400 on carriageways. Those rules govern Tallinn’s streets, not private driveways.

One more rule from the installation guide: a floating hatch frame must not rest on the rim of the riser; the surrounding construction carries it instead. Whether a floating or a fixed frame suits your surface (asphalt, block paving, concrete) is a question for the designer. Ask the supplier which riser diameter and height suit a tank under a slab, and whether the hatch comes with its frame.

The emptying truck counts as traffic

A holding tank is emptied regularly, so the heaviest vehicle near it may be the one that empties it. The ministry guide says the emptying truck must not be able to drive onto the ground above the tank during emptying, and suggests barriers such as large stones. Put the tank under the drive and the truck is likely to park on the drive. So decide before the design where the truck will stand, on or off the slab. If it will stand over the tank, ask the local emptying company for the loaded weight of the vehicle it sends: your designer needs that figure. Avoid it if you can, design it if you can’t

Alternatives to check first

  • Beside the drive, in a green area. Vesmaco’s guide then asks for a no-drive safety zone 1 m larger than the tank in every direction; for an MK-5 D1400 that is about 5.6 × 3.4 m, against a minimum traffic slab of 4.6 × 2.4 m. Large stones or similar barriers keep vehicles off, as the ministry guide suggests.
  • A shorter model. For the same volume, a larger-diameter tank is shorter. Sewage holding tanks for small plots compares footprints using real model dimensions.

If the driveway is the only option

Give your designer and installer answers to these points:

  1. Traffic: which vehicles cross or stand over the tank (cars, vans, delivery lorries, the emptying truck) and how often.
  2. Slab: thickness, reinforcement and extent, at least to Vesmaco’s minimums.
  3. Hatch: EN 124 class, and a floating or fixed frame to suit the surface.
  4. Riser: diameter and height, so the hatch sits at the finished surface.
  5. Frost: insulation where cover is less than about 1.3 m (ministry guide).
  6. Groundwater: anchoring where needed; Vesmaco’s guide uses a reinforced-concrete base slab (or blocks in stable soil) and textile straps only.
  7. Records: photos of the tank, slab and hatch before they are covered. Saaremaa vald, for example, asks for an act of covered works with photos before a holding tank is taken into use.

Frequently asked questions

Is it against the law to put a holding tank under a driveway in Estonia? The ministry’s “must not” is guidance, not an act. Installing a holding tank needs a building notice (ehitusteatis) in the building register (ehitisregister), and the municipality may set additional requirements (Building Code § 36; English translation). Municipal rules for on-site wastewater (Water Act § 104(7); English translation) can add conditions. Only the Estonian texts of these acts have legal force. The Harku and Vinni rules we checked as examples do not mention driveways; both require access for the emptying vehicle, and Vinni’s require installation to follow the product’s instructions. Is a D400 cover enough without the concrete slab? Not under Vesmaco’s installation guide. For a trafficked or parking area it asks for both: the load-distribution slab and a hatch whose class and type suit the location.

We only park on the lawn now and then. Does that count? For the surface above the tank, Vesmaco’s guide describes two cases: a green area where driving onto the tank is ruled out, and a trafficked or parking area. Occasional parking does not fit the first case, so either plan for the second or keep vehicles off with barriers and the 1 m safety zone.

State the traffic load in your enquiry. In the enquiry form, say which vehicles will cross or stand over the tank, where the emptying truck will park, the surface you plan and the depth of the sewer pipe at the house.
