A sewage holding tank (Estonian reoveemahuti, in legal texts reovee kogumismahuti; UK readers may know a sealed tank as a cesspool or cesspit) stores wastewater with no treatment and no outlet, so every litre leaves by tanker (purgimine). If the tanker cannot get close in the spring thaw or after heavy snow, the tank keeps filling anyway. Tanker access, holding tank position and tank size are therefore one decision. This article covers where the truck should stand, hose reach, the road, winter and spring, and matching the tank to the tankers that can reach you.
Access is a requirement, not a convenience
Under the Water Act (Veeseadus) § 124(2), whoever produces the wastewater must collect it in a leak-tight holding tank and arrange its transport to a reception point (purgimissõlm). The Ministry of the Environment’s 2015 guide to rural wastewater systems (official guidance, though dated) says tanker (paakauto) access to the tank must be ensured in every season.
Municipal rules for on-site wastewater (reovee kohtkäitluse ja äraveo eeskiri, Water Act § 104(7)) often make this binding. In the rules in force on 17 September 2026, Saaremaa vald (§ 4(5)) and Saku vald (§ 4(5)) require year-round access for the emptying vehicle (purgimissõiduk), and Jõgeva vald (§ 3(5)) easy year-round access. None of them sets a distance, road width or hose length. These are examples only: rules differ by municipality, so check your own municipality’s rules before fixing the tank’s position.
Where the water company organises emptying in a sewage collection area (reoveekogumisala) of 2000 population equivalents or more without public sewerage, the Public Water Supply and Sewerage Act (ÜVVKS) § 47(9) also requires the tank’s location to be accessible to the emptying vehicle.
The route will be used often: for a family of four living permanently with a 5 m³ tank, the ministry guide expects emptying about once a week (other households: how often a holding tank should be emptied).
Start from where the truck stands
Choose the tanker’s standing place first, then put the tank within hose reach of it. The two installation guides treat vehicles over the tank differently:
- Ministry guide (2015): a holding tank must not be installed under a road or parking area, and the emptying truck must not be able to drive onto the ground above the tank. It suggests barriers such as large stones.
- Vesmaco’s installation guide (2016, in Estonian): on a green area, accidental driving over the tank must be ruled out, with a safety zone 1 m larger than the tank in every direction (about 3.4 × 5.6 m for an MK-5 D1400, 1.4 m in diameter and about 3.6 m long). In a trafficked or parking area it requires a reinforced-concrete load-distribution slab and a suitable hatch class, which a designer should specify: see whether a holding tank can go under a driveway.
The hose enters through the service riser (PVC D200 as standard; D400 or D600 as options on the order drawing). If the order drawing for your model lets you mark where the maintenance shaft sits along the tank (the MK-5 D1100 drawing does), place it nearest the truck. The base kit includes an emptying (discharge) pipe; ask the supplier and the emptying company how the tanker’s hose connects to it and whether the riser size makes any difference to emptying.

Hose reach: measure the route, not the straight line
How far the tank may be from the truck depends on the emptying company’s hose and how deep its pump can draw from. There is no national figure, so estimate what you need:
hose needed ≈ route length from truck to riser + depth of the tank bottom below ground + margin
Assumptions: the route follows the path the hose will really take (round the sauna, through the gate); the depth of the tank bottom is roughly the inlet depth h on the order drawing (maximum 1500 mm) plus the tank diameter; the margin is 2 m for bends and the connection at the truck.
Example: the truck stands 12 m from the riser along the path; an MK-5 D1400 with an inlet depth of 1.0 m has its bottom about 1.0 + 1.4 = 2.4 m below ground. Hose needed ≈ 12 + 2.4 + 2 = 16.4 m, so ask for at least 17 m.
Compare the result with the local emptying company’s answer: how much hose it carries, how far and how deep its pump can reliably draw from, and which vehicle it would send. Equipment differs between companies, so ask more than one if you can. Keep the route free of hedges and parked cars. Where access is slow, early warning matters: the ministry guide calls a level sensor advisable (see how to choose a level alarm).
The road: width, turning and bearing capacity
The ministry guide notes (in its section on dry toilets with a collection tank) that smaller tankers weigh about 5–7 tonnes with a full tank and larger ones up to about 15 tonnes, and that the ground’s bearing capacity may decide whether the truck reaches the tank in the muddy spring and autumn.
Walk the route from the public road and note:
- the narrowest lane, gateway, bridge or culvert;
- low branches and overhead cables;
- soft verges, ditches and slopes;
- where the truck turns, or whether it must reverse in or out;
- the standing place: firm gravel or paving, not lawn.
Ask the emptying company for the width, length, height and weight of the vehicle it would send. If a new drive or hard standing is needed, have it built for that weight, outside the tank’s safety zone. The tank arrives by the same road, so describe it when you request a quote.
Winter snow and the spring thaw
Snow. Some municipalities clear private roads (eratee) free of charge, on conditions. Jõgeva vald, for example, clears private roads to households registered as year-round permanent residences, but not yards, and may refuse where branches hang lower than 4 m or the road is too narrow for its machinery (page updated 3 September 2026). Terms differ by municipality, so check whether and on what conditions yours clears private roads. The last stretch is yours: keep the path to the riser clear, mark the riser with a tall stake, and do not pile snow on the truck’s standing place.
Spring thaw. Municipalities can temporarily close local roads to heavy vehicles when spring weather weakens them. In 2026 Võru vald barred vehicles with a registered mass (registrimass) over 8 tonnes from its roads from 5 March, exempting Rescue Board vehicles and one waste company’s refuse trucks. Kadrina vald set the same limit on listed local roads from 11 March, exempting emergency vehicles and waste trucks and admitting other heavy vehicles only with a municipal permit. Neither page names sewage tankers among the exemptions. These are examples only: dates, mass limits, roads covered and exemptions are announced by each municipality and can change from year to year, so check your municipality’s current announcements.
Ask the emptying company how it serves your road during restrictions (a permit, a lighter vehicle, or not at all), and arrange an emptying shortly before they usually start on your roads rather than waiting for the alarm.
Match the tank to the tankers that can reach you
The ministry guide says smaller tankers (fekaaliauto) carry 4–5 m³ and the largest about 10 m³, and advises finding out in advance what size can be ordered locally. These are 2015 figures, so ask the emptying companies in your area what they actually send. The truck that fits your road may be smaller than the company’s largest.

Assumptions: the tank is emptied when full; usable volume is treated as nominal volume for simplicity. In practice the usable volume is somewhat below the nominal volume, so check the drawing and the alarm height for your model.

A bigger tank means fewer visits only if a big enough truck can reach it. If only a small tanker can use your road, a 10 m³ tank needs two or three loads each time; ask how that is charged. A volume the local truck empties in one load may serve you better, if the interval still suits your household.
Frequently asked questions
Can the tanker drive over the tank if the ground is frozen? Neither guide makes an exception for frozen ground. The ministry guide says the truck must not be able to drive onto the ground above the tank; Vesmaco’s guide requires a 1 m safety zone on green areas and a designed reinforced-concrete slab wherever vehicles cross.
How far from the road can the tank be? No national or municipal rule quoted above sets a distance. It depends on the local company’s hose and pump and on the route: use the hose estimate above and compare it with the company’s answer.
Who is responsible if the tanker cannot reach the tank? You, as the producer of the wastewater: the Water Act makes you responsible for arranging its transport, and municipal rules such as Saaremaa’s require year-round access. The emptying company decides whether its vehicle can safely use your road, so agree access before the tank goes in.
