Sewage holding tank running costs: how to build an annual budget

A sewage holding tank (Estonian reoveemahuti; in legal texts reovee kogumismahuti; UK readers may know a sealed tank as a cesspool or cesspit) treats nothing and has no outlet. It stores wastewater until a tanker pumps it out (purgimine), so its running cost is almost entirely emptying, and it grows with every litre you use. There is no national holding tank pumping cost to look up: prices are set locally, and this article invents none. Instead you build the budget in three steps — cubic metres and tanker visits, your local price, then fees, consumables and a reserve — with a template filled in for two households.

What goes into the annual budget

The Ministry of the Environment’s 2015 guide to rural wastewater systems splits a holding tank’s operating cost into electricity (none), removal and treatment of the wastewater, and depreciation. Its cost figures date from 2014 and are out of date, but the structure holds. A household budget adds a few small lines:

  • Emptying: the emptying service (purgimisteenus) — pumping out, transport and treatment, as the Public Water Supply and Sewerage Act (ÜVVKS) § 11 defines it (Steps 1 and 2).
  • Fixed fees, consumables, access and a reserve (Step 3).
  • Depreciation (optional, for comparing systems).

Step 1: cubic metres and tanker visits per year

Two numbers drive the emptying line: cubic metres per year, set by the water you use, and visits per year, which also depend on the tank volume, how full the tank is when the tanker arrives and how much the tanker takes.

Start from your water meter: twelve months of readings, minus water used outdoors. Without meter data, use the ministry guide’s planning range of 100–150 L of wastewater per person per day and carry both ends through:

Usable volume is taken as nominal volume. In practice it is somewhat below the nominal volume because the alarm level leaves a reserve (check the drawing and alarm height for your model), so real visits come somewhat more often. If you use a dipstick, the ministry guide says to order the tanker once the level passes about half the tank’s diameter; each visit then collects less, so there are more visits to pay for. Tanker capacity. The guide puts small tankers at 4–5 m³ and the largest at about 10 m³; a tank bigger than your local tanker needs more than one load per emptying, so ask local emptying companies what they run today. Saaremaa municipality, for example, advises sizing the tank with both the daily wastewater flow and the emptying vehicle’s volume in mind to optimise emptying costs. Step 2: get your local pumping price

Emptying is priced by the companies that do it, so the only reliable figure is a quote for your address.

In most cases: you order from an emptying company. The Water Act (Veeseadus) § 124(2) makes the producer of the wastewater responsible for arranging its transport to the reception point (purgimissõlm) named in the municipality’s development plan. Your municipality’s website may list local emptying companies; Saaremaa’s does. Ask two or three that serve your address:

  • Per visit or per m³? Any minimum charge?
  • How much does the tanker hold, and is a second load charged as a second visit?
  • Anything added for distance, extra hose, weekends, short notice or winter?
  • How many days’ notice in summer and in winter?
  • An invoice or receipt every time? Municipal rules may require proof; Saaremaa’s page says the company must hand one over at each emptying.

Collection areas of 2000 p.e. or more without public sewerage: the water company organises it. If your address lies in such a sewage collection area (reoveekogumisala) and you cannot connect because public sewerage is missing, ÜVVKS § 47 obliges the water company (vee-ettevõtja) to organise emptying at your request. You pay the same per-m³ charge for wastewater removal and treatment as connected customers in that service area (§ 48(2)), plus any monthly subscription fee (abonenttasu, § 48(3)), and on that basis are entitled to the service twice per calendar month (§ 47(10)). The tank must be leak-tight and hold at least two weeks’ wastewater (§ 47(7)). Ask the water company how further visits are charged. These rules apply only in this situation.

Which case applies depends on your address: ask your municipality (kohalik omavalitsus), whose own on-site wastewater rules (Water Act § 104(7)) may also require proof of emptying. English translations of the Water Act and the Public Water Supply and Sewerage Act are published on Riigi Teataja; only the Estonian text has legal force.

Step 3: fees, consumables and a reserve

  • Electricity. None for the tank itself, according to the ministry guide’s cost table. Only an alarm receiver plugs in: the indoor receiver of the wireless Smartel Tank-Check RF-431, shown on Vesmaco’s site, uses a 230 V mains adapter.
  • Alarm battery. The RF-431 transmitter runs on a 3.6 V AA lithium battery with a typical life of up to 10 years, according to the manufacturer. Budget: battery price ÷ years of life. Power, battery replacement and choosing an alarm: Sewage holding tank level alarms.
  • Vent filter. Vesmaco offers a ventilation pipe with an odour-neutralising carbon filter. Budget: filter price × changes per year; ask the supplier whether replacement filters are available and how often they need changing.
  • Access. The ministry guide advises keeping tanker access open in every season and keeping the truck from driving over the tank. Paid snow clearing belongs here.
  • Fixed fees. Only in the ÜVVKS § 47 situation: 12 × any monthly subscription fee.
  • Reserve. For example, one extra visit for guests, a holiday peak or a short-notice order.
  • Depreciation (optional). Purchase and installation cost ÷ the years you expect to use the tank; ask the manufacturer what service life it states.

The budget template, filled in twice

Both examples use 100–150 L per person per day, nominal volume as usable volume and a full tank at each visit, rounded to whole visits. Replace every estimate with your own figures.

A bigger tank changes visits, not volume: with 10 m³ the family would need 15–22 visits instead of 29–44 but would still send away 146–219 m³. Per-m³ pricing leaves line D about the same; under per-visit pricing it depends on the price of the larger load and on the tanker taking it in one go.

After the first year, replace lines A and C with the totals from your receipts. If they show clearly more cubic metres than the water meter recorded, water is getting in from elsewhere: see Sewage holding tank filling too quickly?

How to lower the running cost

  • Send away fewer cubic metres. Every litre into the tank is paid for: four people at 100 instead of 150 L per person per day send away 146 instead of 219 m³ a year, a third less. Rainwater, drainage water or groundwater getting into the tank only adds cubic metres you pay to remove, so keep it out.
  • Match the tank to the tariff. Per-visit pricing rewards fuller loads within the tanker’s capacity, with an alarm height that still leaves reserve for the notice time. Per-m³ pricing barely rewards size unless there is a minimum charge.
  • Compare systems where the rules allow. If even the low end of your budget is too high and your address allows an own treatment plant (omapuhasti) — collection areas of 2000 p.e. or more do not (Water Act § 124(4)) — compare its running costs too.

Frequently asked questions

Does a larger tank make emptying cheaper? It cuts visits, not cubic metres. With per-visit pricing and a tanker that takes the whole tank in one load, it can lower the annual cost — compare the prices quoted for both load sizes. With per-m³ pricing the difference is small.

Why does this article give no price per emptying? A national figure would be a guess. Prices are set by local companies or, in the ÜVVKS § 47 situation, follow the water company’s per-m³ charge. Two or three quotes for your address make the budget reliable.

Can I save by waiting until the tank is completely full? Only up to a point. Fuller loads mean fewer paid visits, but a holding tank must never overflow and the tanker needs notice. Set the alarm, or your dipstick routine, so the remaining volume covers the days until the tanker arrives.
