Sewage holding tank filling too quickly? Possible causes and checks

A sewage holding tank (Estonian reoveemahuti, in legal texts reovee kogumismahuti; UK readers may know it as a cesspool or cesspit) has no outlet: everything that runs in stays until a tanker pumps it out (purgimine). A holding tank filling too quickly means one of two things. Either the household uses more water than you think, or water that is not household wastewater is getting in. Extra water brings every emptying forward, and a tank that lets water in may also let wastewater out. Work through the checks below in order: the numbers, an overnight water-meter test, indoor leaks, then rainwater and groundwater.

Step 1: check whether it really fills too quickly

The expected interval is simple arithmetic (worked examples in how often a holding tank should be emptied):

days between emptyings = usable volume (L) ÷ (persons × litres per person per day)

Take litres per day from your water meter. Without one, use the planning range in the Ministry of the Environment’s 2015 guide to rural wastewater systems (official, though dated): 100–150 L per resident per day. For a four-person family living permanently, the guide recommends at least 5 m³ and expects emptying once a week; the formula gives 8–12.5 days (nominal volume; an alarm set below the top leaves a reserve, so real intervals are somewhat shorter). A weekly tanker for four people is normal use, not a fault.

If your interval is clearly shorter than your calculation, rule out three explanations that are not leaks:

  • You order early. The guide’s dipstick rule is to order the tanker when the level passes half the tank’s diameter. In a horizontal cylindrical tank, that uses only about half the volume, so the interval is about half the calculated one.
  • The alarm sits low. On the Smartel Tank-Check RF-431 level alarm, the sensor cable length sets the alarm level (manufacturer’s sheet). Usable volume up to the alarm is somewhat below the nominal volume, and a sensor set low reduces it further: check the alarm height against the drawing for your model.
  • Water is left in after emptying. If the tank is not pumped completely, for example because some water is left in as ballast where groundwater is high, that water takes up space from the start (see holding tanks and high groundwater).

Compare receipts with the meter. Municipal rules can require an invoice at every emptying. Saaremaa vald’s rules, for example, require one showing the address, volume removed and date (§ 9(2)), kept by the owner for at least two years (§ 7(6)). Check your own municipality’s rules. Over several months, the cubic metres removed should be less than the meter shows, because garden watering never reaches the tank. Clearly more means water is entering from outside your supply.

Step 2: the overnight water-meter test

This test shows whether the extra water comes through your supply or from outside it.

  1. In the evening, after the last use, make sure nothing will run overnight: a dishwasher or washing machine on a timer, irrigation, a self-flushing water-treatment unit.
  2. Note the meter reading, including the litre digits, and measure the tank level from the top of the riser to the liquid surface with a clean rod. Work from above; never climb or lean into the riser.
  3. In the morning, before anyone uses water, repeat both readings.

The water utility Kose Vesi uses the same logic: its remote-read meters show a LEAK warning if they have not registered at least one hour without flow in 24 hours, a possible sign of a dripping tap or running toilet.

One night is not very sensitive. Near half full, a 5 m³ MK-5 D1400 tank (1.4 m in diameter, about 3.6 m long) has roughly 5 m² of liquid surface, so 1 cm of rise is about 50 litres (an upper estimate, based on overall length). For slow inflow, measure the level before and after a weekend away with the supply off: the main valve closed, if that is safe for your heating and water-treatment equipment (ask your plumber), or the well pump switched off. Any rise then comes from outside.

Step 3: indoor causes — toilets, taps and appliances

Everything that reaches a drain ends up in the tank. If the meter moves while nobody uses water, check:

  • Toilet cisterns. A worn flush valve can trickle into the bowl silently. Put a few drops of food colouring in the cistern and do not flush for 30 minutes; colour in the bowl means a leak. Include toilets in a sauna or guest house connected to the same tank.
  • Dripping taps and shower mixers.
  • Equipment that discharges by itself, such as a water heater’s safety valve that keeps releasing water, or a water-treatment filter that backwashes into the sewer. The manual or your plumber can tell you how much water each cycle uses. Do not re-route a discharge to the ground or a ditch without asking your municipality what is allowed.
  • One-off volumes. A hot tub or paddling pool emptied into a drain sends its whole contents to the tank.

After each repair, repeat the test: the meter should stand still.

Step 4: outside water — rain, storm-water connections and groundwater

If the tank rises while the meter stands still, log the date, tank level, meter reading and weather for a few weeks. The pattern points to the route.

The level jumps after rain or snowmelt

  • Cover and riser top. Vesmaco’s base kit has a plastic cover; the order drawing also offers EN 124 covers in load classes A15 to D400. Water runs in if a cover is damaged or not seated, or if the riser top sits where puddles form. Kohila vald’s rules, for example, require tank hatches to be intact and to close tightly (§ 4(5)). If puddles collect around the riser, ask your installer how the ground or the riser height can be adjusted so that surface water drains away.
  • Storm-water connections. A roof downpipe, yard drain, foundation drain or basement pump connected to the sewer pipe sends water in with every shower. Run a garden hose into a suspect drain while a helper watches the inlet pipe in the riser with a torch: clean water arriving there confirms the connection.

Municipal rules for on-site wastewater treatment and removal (reovee kohtkäitluse ja äraveo eeskiri, Water Act § 104(7)) can address this directly. Saaremaa vald’s rules say rain and snowmelt water must be kept from getting into on-site facilities, which include holding tanks (§ 4(3)); Kohila vald’s rules say the same of storm water (§ 4(4)). The level rises without rain, worst in spring

Inflow that continues in dry weather and peaks when groundwater is high points to seepage below ground: at the joint between the riser and the tank, at the inlet pipe connection, at a cable entry drilled in the riser wall for a level alarm (step 8 of Vesmaco’s installation guide), or through a damaged spot in the tank. Ask the supplier or your installer how these joints and entries should be sealed on your tank.

Vesmaco’s installation guide and the ministry guide both stress careful compaction around the pipe connections. In its septic-tank chapter, the ministry guide also warns that groundwater can lift an unanchored tank after emptying and damage its connections with the sewer pipes; a buried holding tank faces the same forces. Look just after an emptying in the high-water season: shine a torch down the riser from above and watch for trickles at joints and entries.

This is more than a cost problem. A joint that admits groundwater when it is high can let wastewater out when it is low, and the Water Act (Veeseadus, § 124(2)) requires a leak-tight (lekkekindel) holding tank. Other warning signs are covered in is your holding tank leaking?

When the tank itself is suspect

  1. Record the evidence: dates, meter readings, level measurements, photos and emptying receipts. Some municipalities require periodic checks anyway: Saaremaa vald’s rules require the holder to arrange a condition check of a holding tank at least once every five years and keep the report for at least ten years (§ 7(4)).
  2. Have the tank and joints inspected by your installer or another qualified contractor.
  3. Newer tank: check the installation records and the warranty terms. Vesmaco’s installation guide states that the product warranty does not apply if its instructions were violated or ignored. Ask the supplier for the warranty terms in writing (period, what is covered, conditions) and what evidence they need to assess the tank.
  4. Old metal or reinforced-concrete tank: the ministry guide does not recommend these materials today, because long-term tightness generally cannot be assured. Frequently asked questions

Can I just have the tank emptied more often? You can, but you pay to truck away clean water and the cause remains. Rainwater getting in may breach your municipality’s rules, and groundwater getting in suggests the tank is no longer leak-tight, which the Water Act requires it to be.

The tank only fills fast in spring. Is it groundwater? Groundwater and snowmelt are the likely suspects. Snowmelt through the cover follows thaw days; groundwater keeps coming in dry weeks. Do the weekend test with the supply off, and look down the riser just after an emptying.

Will a bigger tank solve the problem? Only if the checks show normal household use and the tank is simply too small for it. If outside water gets in, a larger tank just stores more of it, and every cubic metre is still carried away. Stop the inflow first.
