If your Estonian property has no mains sewerage, “holding tank vs septic tank” looks like a product choice. It is really a site question: the law, your municipality, the groundwater under the plot and the way you use the house usually rule out one or two of the three systems before you open a brochure. A holding tank only stores wastewater until a tanker collects it; a septic tank system and a biological treatment plant treat wastewater on site and release the effluent. Below: the three working principles, what Estonian rules and your plot allow, what each system costs to run — with no invented prices — and five questions that lead to the right system.
Three systems, three working principles
Sewage holding tank (reoveemahuti; in legal texts reovee kogumismahuti; UK readers may know a sealed tank as a cesspool or cesspit). A sealed underground tank with an inlet and no outlet. Nothing is treated: a tanker pumps everything out and drives it to a reception point (purgimissõlm) — a service called purgimine. The ministry’s 2015 guide to on-site wastewater systems says that, as no treatment takes place, there must be no outflow and no uncontrolled leaks. Saaremaa municipality’s on-site wastewater rules — one example of a municipal eeskiri — define it as a “pealt suletav lekkekindel äravooluta rajatis”: a covered, leak-tight structure without an outlet.
Septic tank (septik) with an infiltration field (imbväljak). The tank is only the first stage: solids settle and fats float (mechanical treatment), and the water flows on — the Saaremaa definition ends “sellel on väljavool”, it has an outlet. Perforated pipes spread it through a gravel or sand bed, where soil micro-organisms do the biological part before it seeps towards the groundwater. A septic tank without a working field is not a treatment system.
Biological treatment plant (biopuhasti). A factory-made unit with a settling chamber, a biofilm or aerated activated-sludge stage and a final settler. It needs electricity, and the treated effluent still has to go somewhere: soil, a ditch or a water body. In law both this and the septic system are an own treatment plant (omapuhasti).
What do your plot and municipality allow?
The Water Act. Veeseadus § 124 sorts plots by sewage collection area (reoveekogumisala), sized in population equivalents (p.e.): in an area of 2,000 p.e. or more without public sewerage, own treatment plants are prohibited and the lawful route is a leak-tight holding tank emptied to the municipality’s reception point (§ 124(2), (4)). In a smaller collection area, or outside one, an own treatment plant may also be allowed (§ 124(3), (6)). For the technology choice one detail matters: below 2,000 p.e. the Act speaks of a plant discharging biologically or advanced-treated effluent — wording that a septic tank with infiltration alone does not match.
Your municipality. Every municipality (kohalik omavalitsus) adopts rules for on-site wastewater treatment and removal (reovee kohtkäitluse ja äraveo eeskiri, § 104(7)), and they can be stricter than the Act. Example only: Saaremaa requires holding tanks in densely built places outside collection areas, such as summer-house cooperatives, where the required distance from wells cannot be kept. Groundwater and soil. Regulation No 61 of the Minister of the Environment (§ 8) allows effluent to be infiltrated into the soil only where leading it to a distant water body or ditch is not economically justified and groundwater is not put at risk, and then in quantities set by groundwater protection class:

Everywhere, the infiltration depth must stay at least 1.2 m above the highest groundwater level and 1.2 m above bedrock, all year (§ 8(3)). The ministry guide adds the physical side: sand and gravel absorb effluent; clay, or limestone and sandstone near the surface, do not. A holding tank infiltrates nothing, so none of this restricts it; with high groundwater the guide calls for a concrete slab and anchoring. Space, setbacks, paperwork. National setbacks (kuja) apply to treatment systems: at least 5 m for a septic tank or other covered plant, 10 m for other own treatment, 60 m between an infiltration system and a dug drinking-water well. For holding tanks the national regulation sets no kuja; the municipality may — see where a holding tank can go. Paperwork differs too: Building Code (Ehitusseadustik) Annex 1 lists a building notice (ehitusteatis) for a holding tank, but a building notice plus design documentation for a treatment plant of up to 50 p.e.; Annex 2 mirrors this for the use notice (kasutusteatis). Purchase and running costs: what you pay for, and how often
Prices are left out on purpose: the ministry guide’s cost tables date from 2014, and tank, groundwork and tanker prices are local.

The holding tank’s arithmetic, assumptions visible: days between emptyings = usable volume ÷ (persons × litres per person per day). At the official planning range of 100–150 L per person per day, four people produce 400–600 L a day, so 5 m³ lasts 8–12.5 days at nominal volume — about 29–44 tanker visits a year. The usable volume below the alarm level is somewhat below the nominal volume, so intervals are a little shorter — check the alarm height on the drawing for your model; your own water-meter data beats the planning range. Then: annual emptying cost = emptyings per year × your local price per visit — the full yearly budget is built in holding tank running costs.
The drawback, stated plainly: a holding tank’s running cost rises in direct proportion to water use, because every litre is driven away. Treatment systems ask for more at the start — design documentation, more ground and, for a biological plant, a power supply — but their recurring costs depend far less on how much water you use. When a holding tank makes sense — and when it does not
It makes sense when:
- the law or the municipality leaves no other route;
- the ground cannot take effluent and there is no ditch or water body for treated effluent (the ministry guide’s own criteria);
- the plot is too small for a treatment system’s setbacks, or wells are close;
- water use is low or periodic. Two people using a summer house 60 days a year produce 200–300 L a day; 3 m³ lasts 10–15 days, so 4–6 emptyings a year. Biological treatment needs a steady flow of wastewater: the guide’s planning tables mark seasonal use as not possible for biofilm and activated-sludge plants. The guide dates from 2015, so ask plant suppliers how their unit copes with long idle periods.
It does not make sense when:
- a family lives there all year and both site and rules allow treatment — compare 29–44 tanker visits a year for four people with a 5 m³ tank against sludge removal about twice a year;
- a tanker cannot reach the tank in every season, or no emptying company serves your address.
If a holding tank is your route, the tank material comes next: the ministry guide says tanks today are usually GRP or polyethylene and advises against metal and reinforced concrete. Decision tree: five questions to the right system
- Is the plot in a sewage collection area, and how large? 2,000 p.e. or more and no public sewerage at your plot yet: holding tank — stop here.
- What do your municipality’s rules say for your address? If they require a holding tank, stop here.
- May the ground take effluent — legally and physically? Check the groundwater protection class, the 1.2 m rule and the soil. Infiltration ruled out and no ditch or water body: holding tank. Allowed only after biological treatment: biological plant or holding tank.
- Is there room? A treatment system needs its setbacks (5 m, 10 m, 60 m from a dug well) and a field free of traffic. If they do not fit: holding tank — and check the municipal kuja for the tank too.
- How much water, and how steadily? Low or periodic use: holding tank. Year-round household: set emptyings per year × your local price against a treatment system’s purchase, design, electricity and servicing.
Frequently asked questions
What is the difference between a holding tank and a septic tank? A holding tank has no outlet: it stores all wastewater until a tanker pumps it out. A septic tank has an outlet: it settles solids and passes the water to an infiltration field, where the soil finishes the treatment.
Can a septic tank be used as a holding tank? It is not built for it. A septic tank has an outlet and is usually much smaller — the ministry guide’s example for one to four residents is 2 m³, against at least 5 m³ for a four-person family’s holding tank. The law asks for a leak-tight holding tank, and a municipality may want proof: Saaremaa, for example, asks for the manufacturer’s certificate and/or CE marking with a declaration of performance. Ask your municipality first — and never plan emptying by septic-tank desludging intervals.
Which system is allowed where groundwater is unprotected? Regulation No 61 allows infiltration there only after biological treatment, and only with 1.2 m between the infiltration depth and both the highest groundwater level and the bedrock — so a septic tank with infiltration is out. Where limestone lies close to the surface the 1.2 m condition cannot be met, which leaves a plant discharging to a ditch or water body, or a sealed holding tank. Your municipality’s rules decide.
