Is your sewage holding tank leaking? Warning signs and next steps

A sewage holding tank (Estonian reoveemahuti, in legal texts reovee kogumismahuti; UK readers may know it as a cesspool or cesspit) has no outlet. Its level should rise only when you use water and fall only when a tanker empties it (purgimine), so the level is the first place to look for signs of a holding tank leaking. This article covers the owner’s duty, the warning signs, a simple check, the next steps and when replacement makes sense.

Why a leak is the owner’s problem

Where there is no public sewerage and wastewater is collected rather than treated on site, the Water Act (Veeseadus) requires a leak-tight (lekkekindel) holding tank, emptied and taken to the reception point (purgimissõlm) named by the municipality (§ 124(2) and (6)). The Ministry of the Environment’s 2015 guide (official, though dated) adds that because a holding tank treats nothing, there must be no outflow and no uncontrolled leaks. A leak can work both ways: wastewater seeping out reaches soil and groundwater; water seeping in means more emptyings to pay for.

The details are in each municipality’s rules for on-site wastewater treatment and removal (reovee kohtkäitluse ja äraveo eeskiri, Water Act § 104(7)). Saaremaa vald, for example, requires leak-tight tanks and pipes, tightly closing hatches and regular level checks (§ 4(1), (4), (7)), and in justified cases may demand an inspection report with leak-test results signed by a person competent in water and sewerage design or construction (§ 5(4) clause 4). Keskkonnaamet (the Environmental Board) and the municipality are among the supervisors (Water Act § 250); breaching wastewater collection or removal requirements can bring a fine of up to 100 fine units for an individual (§ 272). The Saaremaa and Kohila rules cited in this article are examples only; rules differ by municipality, so check your own.

Warning signs of a leaking holding tank

  • The level falls although nobody emptied the tank. Wastewater is getting out. If it stops falling at a certain height, the defect is probably at about that height, for example at a pipe connection.
  • The level rises while no water is used. Groundwater, rain or snowmelt is getting in through a joint, crack, hatch or riser. First rule out indoor causes such as a running toilet; see holding tank filling too quickly.
  • Fewer emptyings than your water use implies. Over several months, the cubic metres on your emptying receipts should roughly match the water meter, minus outdoor use. If a clear shortfall remains, that water has gone somewhere; see how often a holding tank should be emptied.
  • Signs on site. Ground over or beside the tank that stays wet or sinks, a sewage smell at ground level, a cracked or loose hatch or riser.

None of these proves a leak on its own; each is a reason to check.

A simple check: dipstick and water meter

The ministry guide advises checking the fill level with a dipstick (mõõtelatt). The same stick shows whether the level moves when it should not. This is an owner’s observation, not a formal leak-tightness test:

  1. Choose a period with no water use, such as overnight.
  2. Measure the wastewater depth through the service riser from a fixed mark on its rim; note the time and the water-meter reading.
  3. At the end of the period, measure from the same mark and read the meter again.
  4. Repeat with the tank fuller and after heavy rain: a defect high on the tank only shows once liquid reaches it.

Work from ground level, close the hatch afterwards and never climb into the tank.

Next steps if you suspect a leak

  1. Keep a record. Dated readings, emptying receipts and photos of the hatch, riser and any wet ground. Municipalities may ask for proof of emptying (Kohila vald’s rules, § 12(2)).
  2. Limit what can escape. Use less water and have the tank emptied sooner. Where groundwater is high, first ask your installer how the tank is anchored: the ministry guide calls for a slab and anchoring so that an empty or half-empty tank is not lifted. Before having it pumped fully empty, ask the manufacturer or supplier what level to leave in your tank.
  3. Protect your drinking water. If you use a nearby well, have it tested. The Health Board (Terviseamet) advises testing well water for microbiological indicators and nitrogen compounds; if it is microbiologically contaminated, boil water for drinking and kitchen use.
  4. Notify where your rules require it. Saaremaa vald (§ 10(2)) and Kohila vald (§ 12(4)) oblige owners to report a leak immediately to the municipality and the state environmental supervisor and to act against the pollution. Keskkonnaamet takes pollution reports on the 24-hour state information line 1247.
  5. Get a written inspection. Ask a holding-tank installer or a person qualified in water and sewerage design or construction to state where water gets in or out, the condition of the tank and connections, and whether repair or replacement is needed.
  6. Ask the manufacturer about the warranty. Vesmaco’s installation guide says the warranty does not apply if its installation instructions were violated or ignored, so keep installation records such as the act of covered works (kaetud tööde akt) Saaremaa requires at commissioning (§ 5(4) clause 3). Ask for the warranty terms in writing — the period, what is covered and the conditions — and which documents the manufacturer needs to assess your claim.

Repair or replace?

That depends on the inspection. A leaking pipe connection, riser or hatch is a different job from a damaged tank shell; your contractor assesses what can be repaired, and the manufacturer can tell you what its tank allows. Ask the supplier whether replacement parts such as a riser, hatch or seals are available for your tank.

Old metal and reinforced-concrete tanks are not recommended today, the ministry guide says, because their long-term watertightness generally cannot be assured. If such a tank or an old lampkast leaks, replacement is usually the realistic route; see replacing an old holding tank.

Either way, check the paperwork. Under the Building Code (Ehitusseadustik), installing a holding tank or replacing part of one like-for-like needs a building notice (ehitusteatis, Annex 1) via the Building Register (ehitisregister) and a use notice (kasutusteatis, Annex 2). Frequently asked questions

Our holding tank hardly ever needs emptying. Is that good news? Not in a lived-in house. At the ministry guide’s planning figure of 100–150 L per person per day, four people fill 5 m³ in about 8–12.5 days (treating the nominal volume as usable; the real usable volume is somewhat below the nominal volume — check the drawing and alarm height for your model). If yours takes far longer, check for a leak, and check that it really is a sealed holding tank, not a septic tank (septik) with an outflow.

Can I seal a leak from inside the tank myself? Never climb into the tank. Ask the manufacturer which repair methods its tank allows, have a qualified contractor carry out the work and keep a written record: your municipality may ask for proof that the tank is leak-tight.

Will a level alarm reveal a leak? Not directly. The Smartel Tank-Check RF-431, for example, alarms when rising liquid reaches its sensor electrodes (manufacturer’s guide), so it cannot report a falling level.
