Sewage holding tank installation costs: what should a quote include?

You ask two installers to price the same job and the totals are far apart — and neither offer says exactly what it covers. A sewage holding tank (Estonian: reoveemahuti or kogumismahuti; UK readers may know a sealed tank as a cesspool or cesspit) only stores wastewater until a tanker pumps it out, so the job comes down to setting a sealed tank in a well-built pit. The holding tank installation cost is therefore mostly groundwork, and groundwork depends on your plot. This article gives no euro figures. Instead it turns the manufacturer’s installation guide into quote lines, shows which site conditions move the price most, and ends with a checklist for comparing offers like for like.

What installation involves: work items from the manufacturer’s guide

Vesmaco’s installation guide for underground fibreglass (GRP) tanks — a PDF in Estonian, dated 26.01.2016; ask the supplier for the current version with your order — describes nine steps, explained in holding tank installation step by step. Here each step becomes a line you should find in an installer’s quote.

The guide also states (our translation from Estonian): “If the installation instructions are violated or ignored, the product warranty does not apply.” A quote that skips the sand or the compaction is cheaper for a reason. A tenth line comes from the law rather than the guide: paperwork. The Building Code (Ehitusseadustik) lists a building notice (ehitusteatis) for installing a holding tank — the Annex 1 row lists no building permit — and a use notice (kasutusteatis) afterwards. The building notice is filed through the Building Register (ehitisregister, ehr.ee) at least 10 days before work starts; the use notice names the person who built the tank. Municipalities may add requirements: Saaremaa, for example, asks at commissioning for an act of covered works (kaetud tööde akt) with photos, plus conformity certificates. Check your own municipality, and make the quote say who files the notices, who photographs the bed, anchoring and pipe joints before they are covered, and who signs the act.

Site conditions that move the price most

We publish no price ranges: groundwork prices depend on the plot and the installer. What can be said reliably is which conditions add lines to a quote.

Groundwater. The Ministry of the Environment’s 2015 guide to rural wastewater systems calls a concrete slab and anchoring essential where groundwater is high, with 200 mm of compacted stone-free sand between slab and tank. That adds concrete, reinforcement, straps, slab design and possibly pumping the pit dry. If the water level is unknown, ask for a price with and without anchoring. Rock and limestone (paas). Ask for a unit rate for rock in case the excavator meets it. The diameter family changes the pit: a 5 m³ tank is about 5.7 m long at 1.1 m diameter (MK-5 D1100) or about 3.6 m long at 1.4 m (MK-5 D1400); check the drawing for exact dimensions — longer and shallower against shorter and deeper. A shallow tank brings its own line: the ministry guide advises insulating with moisture-resistant, load-bearing polystyrene board when the cover over the pipe or tank is less than about 1.3 m.

Traffic load. The two sources differ. The ministry guide says a holding tank must not be installed under a road or parking area and that the emptying truck must not drive over it. Vesmaco’s guide permits trafficked or parking areas with a reinforced-concrete slab at least 15 cm thick, at least 50 cm above the tank and extending 50 cm beyond it on every side, a hatch class suited to the load (EN 124 A15 to D400 on the order drawing) and, where the hatch frame is floating, a frame that does not rest on the riser. In a quote: a second slab, a heavier hatch, a qualified designer. On a green area with no traffic, the guide asks that accidental driving over the tank be ruled out, with a safety zone 1 m larger than the tank in every direction. Depth and distance. Depth follows the building’s sewer pipe (ministry guide). The order drawing allows an inlet depth of up to 1500 mm, and deeper than 1.5 m Vesmaco’s guide requires the same load-distribution slab as for traffic. A tank further from the house means more trench and pipe, but cost does not decide the position alone: the national setback (kuja) regulation does not cover holding tanks — your municipality may set one in its on-site wastewater rules (Water Act § 104(7)) — and the tanker must reach the tank in every season.

Materials: sand, concrete slab, straps, pipes

Sort materials into two groups so nothing is paid for twice or forgotten.

What can come with the tank order. The base kit listed on Vesmaco’s site is the tank, an emptying pipe, a plastic cover and documents. The order drawing adds options: a wider riser, an EN 124 hatch, a vent pipe with or without a carbon filter, an overfill alarm, and polyester anchoring straps with tensioners (the MK-5 D1400 drawing shows four). The number of straps is specified per model by the manufacturer, so check the drawing for your model; the guide says to ask the seller about strap type and quantity.

What is not on that list comes from your installer or from you: stone-free 0–3 mm sand; for an anchoring slab, frost-resistant concrete with a double 150 × 150 mm mesh of Ø 8 mm wire (guide); sewer pipe and fittings from the house; cable conduit; insulation board; ballast water.

Sand is the line worth checking. Rough cross-check: sand (m³) ≈ pit volume − tank nominal volume, assuming sand fills the pit to ground level. It is an upper estimate: the tank’s outer volume is larger than its nominal volume, and a slab or topsoil also takes up space. A quote that states sand in m³ or tonnes can be checked; “backfilling included” cannot.

What quotes often leave out

Beyond the nine work lines and the paperwork, look for these.

  • Unknown ground — unit rates for rock and for pumping water from the pit.
  • Unloading — the longest model is about 7.8 m and the heaviest 800 kg. Agree unloading with the supplier in advance and prepare vehicle access, a firm surface and a clear space to set the tank down.
  • Alarm type — for an overfill sensor the guide calls for a cable conduit to the tank, which means trenching; the wireless alarms on Vesmaco’s site use a transmitter in the tank and a receiver indoors.
  • Protection — barriers that keep vehicles off the tank (the ministry guide suggests large stones).
  • VAT (käibemaks) — included or not?

No installation quote covers the running cost. A holding tank treats nothing and has no outlet, so everything that flows in is pumped out and driven away by tanker (purgimine) — a recurring bill from the emptying company.

Checklist for comparing quotes

Give every installer the same model drawing, installation guide and site facts, then check each offer:

  1. Does it name the tank model and say, in writing, “installed according to the manufacturer’s installation guide”?
  2. Are all nine work lines present, or explicitly excluded?
  3. Are sand quantity and fraction stated?
  4. Is anchoring priced — if not, on what evidence about groundwater? Who sizes the slab?
  5. Are there unit rates for rock and dewatering, and who supplies the ballast water?
  6. Who orders straps, hatch, vent pipe and alarm — you with the tank, or the installer? Does the hatch class match the surface use?
  7. Who unloads and lifts the tank?
  8. Who files the notices, takes photos before covering and signs the covered-works act?
  9. Is VAT included, how long is the offer valid, and what are the payment stages?

Frequently asked questions

Does the tank price include installation? The base kit listed on Vesmaco’s site is the tank, an emptying pipe, a plastic cover and documents; installation is not on that list. Does Vesmaco install, or recommend installers? The services Vesmaco lists are manufacturing, consultation, design and delivery across Estonia. Its installation guide tells anyone without tank-installation experience to contact the supplier or manufacturer for a list of licensed installers, so ask the supplier about it when you request your quote.

What makes it costlier: groundwater, limestone or traffic load? Each adds different lines: groundwater — anchoring slab or blocks, straps, possibly pumping; limestone — rock excavation and, for a shallow tank, insulation; traffic — a load-distribution slab, a heavier hatch and a designer. Which weighs most depends on the plot, hence unit rates and with/without prices.
