It is January, the plot has no mains sewerage, and the house needs a working wastewater system by spring. Can a sewage holding tank (reoveemahuti; in legal texts reovee kogumismahuti) still go in? UK readers may know this sealed tank as a cesspool or cesspit: it stores wastewater, has no outlet and is emptied by tanker (purgimine). Neither Vesmaco’s installation guide nor the Ministry of the Environment’s guide to on-site wastewater systems has a winter section, so the question is whether every step can still be done properly. Before installing a holding tank in winter, settle four things: frozen backfill, water in the pit, concrete in the cold, and access.
What the guides require, whatever the season
Vesmaco’s installation guide for reinforced-fibreglass (GRP) underground tanks (according to EN 976-2) sets no season or temperature limit, and neither does the ministry guide (2015). Both set conditions that frost and thaw make harder to meet: a compacted bed of stone-free sand, water ballast in the tank, sand backfill in compacted 30 cm layers, and tanker access in every season. Vesmaco’s guide also states that the warranty does not apply if its instructions are violated or ignored, so a January job is held to the same standard as a July one. The paperwork does not pause for winter either: the building notice (ehitusteatis) goes to the municipality through the Building Register at least ten days before work starts (Building Code § 36(2)), and a use notice (kasutusteatis) follows before use (§ 48). Ask your own municipality what it wants documented. Saaremaa, for example, asks for an act of covered works with photos, so photograph each stage before snow or sand covers it.
Frozen ground, snow and the sand backfill
Digging through a frozen top layer is a matter for your installer’s quote: which machine, how long it takes and where the spoil goes. The bigger risk is what goes back into the pit.
Vesmaco’s guide calls for a bed of at least 20 cm of stone-free sand (fraction 0–3 mm, compacted to 95 % of natural density), then sand backfill compacted in layers, with careful compaction under the tank and between its support legs. The ministry guide adds that the tank must never sit directly on a hard base. Frozen sand comes in lumps that cannot be compacted into that even layer, and voids appear when the lumps thaw. Ask your installer how they will:
- clear snow and ice from the pit bottom, so that nothing frozen stays under the bed;
- keep the sand loose: delivered on the day, covered, or stored where it cannot freeze;
- keep snow and frozen spoil out of the backfill.

Meltwater and groundwater in an open pit
The ministry guide warns that the soil-water level changes with the seasons and that both the highest and the lowest level should be recorded: a trial pit dug in February shows February. It also defines perched water (ülavesi) as water that temporarily saturates the upper soil after rain or snowmelt. A thaw can fill an open pit, or the sand around a finished tank, with water that was not there when work began.
That water matters twice. For the bed: Vesmaco’s guide does not say how to keep the pit dry, so ask your installer how they will pump it out and where the water will go, and ask the supplier whether the bed may be laid while any water or ice remains. For uplift: the ministry guide says that with high soil water a concrete slab and anchoring are essential, so that an empty or half-empty tank does not rise. Your designer decides; how to establish the water level is covered in high groundwater.
The water ballast (a quarter of the tank before the straps are tensioned, more during backfilling) needs a supply if the outdoor tap is drained for winter. In an open pit in hard frost, that water can start to freeze before the backfill covers the tank, so if hard frost is forecast, agree with the supplier and your installer how to handle the ballast water.
Concrete work in sub-zero weather
Vesmaco’s guide uses concrete in two cases. For anchoring, a 20 cm reinforced base slab of frost-resistant concrete (külmakindel betoon) goes under the tank, with 20 cm of compacted sand between slab and tank; in stable soil, reinforced-concrete blocks may be used instead. A certified design or construction organisation sets the weight and dimensions. In a trafficked area, or where the tank lies deeper than 1.5 m, a load-distribution slab at least 15 cm thick goes at least 50 cm above the tank. (The ministry guide says a holding tank must not be installed under a road or parking area at all; a qualified designer makes the final call.)
The guide specifies frost-resistant concrete but says nothing about casting it in sub-zero temperatures. The ministry guide’s septic-tank chapter notes that a base slab can be cast on site or laid ready-made. Ask your designer and installer:
- Cast on site or precast, and is precast acceptable for your soil?
- If cast on site, how will the fresh concrete be protected from frost, and how long must it harden before the tank is set on it or a top slab is loaded?
If you are considering precast elements instead of a slab cast on site, ask the supplier as well whether that suits the installation guide for your tank.
Access: delivery in snow, roads at thaw, the tanker later
Delivery. Vesmaco delivers across Estonia. Its tanks are about 2.4–7.8 m long and weigh 150–800 kg, so the delivery vehicle needs a cleared route on firm ground and a clear space to set the tank down near the pit. Agree in advance with the supplier how the tank will be unloaded and what happens if the weather makes the site unreachable on the day. Details are in delivery and unloading.
Roads at thaw. Under the Traffic Act (liiklusseadus) § 5²(2), the owner of a publicly used road may close it or restrict traffic for a period when ground thaw, rain or similar factors have weakened the road structure and traffic could damage it. A late-winter job can run into such a restriction for the delivery vehicle, the sand lorry or the excavator. Before fixing a date, ask the road owner; for a local road, that is the municipality (Building Code § 92³).
The first emptying. A tank installed in winter may need its first emptying during the thaw. The ministry guide asks for tanker access in every season and notes that a small tanker weighs roughly 5–7 tonnes when full and a large one up to about 15 tonnes, which matters on soft spring and autumn ground. Snow over the tank. The ministry guide says the tanker must not drive over the tank and suggests barriers such as large stones; for a tank in a green area, Vesmaco’s guide sets a safety zone 1 m larger than the tank on every side. Under snow, mark that zone with posts that stay visible. Where pipe and tank lie less than about 1.3 m below ground, the ministry guide also calls for polystyrene insulation board above them.
Put it together in a simple winter site plan: a cleared route for the delivery vehicle, a covered sand stockpile, a place for the spoil, the tank position with its safety zone marked by posts, and a standing place for the tanker on firm ground.
Frequently asked questions
Is it better to wait for spring? Not automatically: spring brings meltwater, soft ground and possible road restrictions. What counts is whether your installer can keep the pit free of water and ice, use unfrozen sand, protect any concrete and reach the site.
Our trial pit was dry in February. Can we skip anchoring? Not on that evidence. The ministry guide says the soil-water level changes with the seasons, and snowmelt can saturate the upper soil for a while. The anchoring decision belongs to your designer.
Does the fibreglass tank itself mind the cold? Vesmaco’s order drawing gives the GRP material a temperature tolerance of 60 °C, and the installation guide sets no low-temperature limit for handling or installing the tank. Before a job in hard frost, ask the supplier about handling, lifting and pipe connections in the cold, and inspect the tank on arrival, as the ministry guide advises.
