In Estonia a sewage holding tank (reoveemahuti<\/em>; in legal texts reovee kogumismahuti<\/em> \u2014 UK readers may know a sealed tank as a cesspool or cesspit) is not just a purchase: its installation is also notified to the municipality, which may ask for proof that the tank meets requirements. Sellers show many kinds of paper, and not every “certificate” proves the same thing. The short answer: the sewage holding tank certificate that matters is a document about the product<\/em>; an ISO certificate, a drawing and an installation guide each do a different job, and the warranty stands or falls with the installation. Below: which document proves what, how warranties work under Estonian law, and why a used tank rarely brings either.<\/p>\n

Why Estonian municipalities ask for a tank certificate<\/h2>\n

A holding tank stores wastewater until a tanker pumps it out (purgimine<\/em>). It treats nothing and has no outlet, so everything rests on one property: it must not leak. Where wastewater is collected rather than treated on site, the Water Act (Veeseadus<\/em>) \u00a7 124 calls for a leak-tight (lekkekindel<\/em>) holding tank and transport of the contents to a reception point.<\/p>\n

The Building Code (Ehitusseadustik<\/em>) adds that products built into a structure must let it meet requirements for a reasonable time (\u00a7 12(4)), and lists the act of covered works (kaetud t\u00f6\u00f6de akt<\/em>) and installation guides among building documents (\u00a7 15(3)). The tank itself goes through a building notice (ehitusteatis<\/em>) and a use notice (kasutusteatis<\/em>) \u2014 see Sewage holding tank rules in Estonia<\/a>.<\/p>\n

What you must actually show is decided locally: under Water Act \u00a7 104(7) each municipality (kohalik omavalitsus<\/em>) adopts its own rules for on-site wastewater handling. One example: Saaremaa municipality allows only compliant, leak-tight, certified and\/or CE-marked tanks and, for commissioning, asks for an act of covered works with photos plus certificates or declarations of conformity for the tank. That is an example, not a national rule. Ask your own municipality which documents it accepts \u2014 preferably before you order.<\/p>\n

Which document proves what<\/h2>\n

The papers fall into four groups \u2014 the product, the company, the installation and the purchase:<\/p>\n

CE marking.<\/strong> The Consumer Protection and Technical Regulatory Authority (TTJA), which supervises construction products in Estonia, explains that a manufacturer must draw up a declaration of performance and affix the CE marking when a product is covered by a harmonised European standard. So ask any supplier: is this tank covered by a harmonised standard, and may I see the declaration of performance? If not, which document do you issue instead, and what was tested?<\/em> A standard named in an installation guide is not, by itself, a conformity document for the tank.<\/p>\n

Vesmaco’s documents.<\/strong> The only certificate shown on Vesmaco’s website is ISO 9001:2015 \u2014 a company certificate, so do not assume a municipality will accept it as the tank’s conformity document. The base kit is the tank, emptying pipe, plastic cover and documents; ask the supplier which conformity documents come with the tank, because many municipalities ask for them at commissioning. Model drawings are on the site as PDF and DWG in Estonian, English and Russian; the drawing doubles as the order confirmation on which you mark options and sign. The installation guide (PDF, in Estonian)<\/a> on the site is dated 26.01.2016; when you order, ask whether it is the current version. Warranty: your statutory rights and the seller’s promise<\/h2>\n
