Now comes the paperwork, and there is no single &#8220;wastewater tank Estonia regulation&#8221; to look up. The short answer: no building permit, but a building notice (<em>ehitusteatis<\/em>) before installation and a use notice (<em>kasutusteatis<\/em>) before use, both filed through the Building Register, plus what your municipality&#8217;s rules add \u2014 typically installation photos, product certificates and emptying receipts. The Environmental Board (<em>Keskkonnaamet<\/em>) establishes these areas, and the municipality marks them in its comprehensive plan (<em>\u00fcldplaneering<\/em>) (Water Act \u00a7 99).<\/p>\n<p>In short, the paperwork path is: municipal rules \u2192 building notice (at least 10 days before work) \u2192 documented installation \u2192 use notice (at least 10 days before use) \u2192 emptying receipts kept.<\/p>\n<h2>Before buying: check the municipality&#8217;s on-site wastewater rules<\/h2>\n<p>Before you order, read the rules of the municipality (<em>kohalik omavalitsus<\/em>) where the tank will stand: search Riigi Teataja for its name plus &#8220;reovee kohtk\u00e4itluse ja \u00e4raveo eeskiri&#8221;. First check that a tank is allowed on your plot at all \u2014 Rae, for example, allows a tank in an area due to be covered by public sewerage only as a temporary exception until the sewer is built, and only if the design conditions (<em>projekteerimistingimused<\/em>) or detailed plan for the building provide for it (\u00a7 3(3)). Then look at what the tank must have, what goes with the use notice and how to prove emptying. Does a new sewer pipe need design documentation? What goes with the use notice?<\/p>\n<h2>Building notice: when and what to file<\/h2>\n<p>Annex 1 of the Building Code has a row for the holding tank (<em>reovee kogumismahuti<\/em>), with no size threshold. It lists a <strong>building notice<\/strong> for installing, rebuilding, extending, replacing a part like-for-like and demolishing the tank \u2014 and neither a building permit nor design documentation (<em>ehitusprojekt<\/em>), which a small treatment plant does need.<\/p>\n<p>Two situations differ:<\/p>\n<ul>\n<li><strong>The tank is in a building-permit project.<\/strong> If a house&#8217;s permit design includes the tank, the permit application replaces the building notice (\u00a7 35(5)); if the project also needs a use permit, that application replaces the use notice (\u00a7 47(6)).<\/li>\n<li><strong>A new sewer pipe is laid too.<\/strong> Annex 1 lists a notice <em>with<\/em> design documentation for on-site water and sewer pipework (<em>tarbimiskoha veev\u00e4rgi- ja kanalisatsioonitorustik<\/em>), and Saaremaa&#8217;s rules require design documentation when a pipe is built with the tank (\u00a7 5(1)). Ask how your municipality treats the pipe from your house.<\/li>\n<\/ul>\n<p><strong>Filing<\/strong> (\u00a7\u00a7 36\u201337):<\/p>\n<ul>\n<li>Through the Building Register (<em>ehitisregister<\/em>, ehr.ee), to the municipality, at least <strong>10 days before work starts<\/strong>. If the municipality announces no further checks within those 10 days, you may start.<\/li>\n<li>The notice gives the filer&#8217;s contact details, the property and its cadastral code (<em>katastritunnus<\/em>), a description of the work, the tank&#8217;s position on the property and its purpose.<\/li>\n<li>The municipality may add requirements or involve a neighbouring owner (\u00a7 36(5)); it then works to building-permit time limits (\u00a7 36(6)), so allow more than 10 days.<\/li>\n<li>Work may proceed under the notice for four years (\u00a7 37).<\/li>\n<\/ul>\n<p><strong>Have ready<\/strong> the model and dimensions from the manufacturer&#8217;s drawing, a plot sketch with distances to buildings, wells and boundaries, and the inlet depth; Saaremaa&#8217;s page asks for the notice &#8220;with the tank&#8217;s location and data&#8221;. The documentation section on the <a href=\"\/en\/\">Vesmaco homepage<\/a> holds the installation guide (PDF in Estonian, dated 26 January 2016), the level-alarm data sheets and Vesmaco&#8217;s ISO 9001:2015 certificate \u2014 which certifies the company&#8217;s quality management, not the tank. The base kit includes documents; ask the supplier which ones come with your tank, which conformity document is among them and in which language, and whether use and maintenance instructions for the tank and level alarm are included. Many municipalities ask for conformity documents when the tank is taken into use. What each document proves is explained in <a href=\"\/en\/holding-tank-certificates-warranty\/\">holding tank certificates and warranties<\/a>.<\/p>\n<h2>Documenting the installation and the use notice<\/h2>\n<p><strong>How much to document.<\/strong> Under Regulation No 3, work done under a notice alone, with no design documentation, is documented to the extent that lets compliance be established with reasonable effort and cost (\u00a7 1(2)\u2013(3)). The owner keeps documents not handed to the Building Register (\u00a7 14(4)), and the municipality may, with justification, ask for more (\u00a7 2(5)); Saaremaa&#8217;s rules, for example, require the installation to be documented (\u00a7 5(3)).<\/p>\n<p><strong>The act of covered works<\/strong> (<em>kaetud t\u00f6\u00f6de akt<\/em>) records work before it is buried: what was done and where, a reasoned assessment of compliance, and how, when and by whom it was checked (\u00a7 7(4)); photos may be added (\u00a7 4(1)). If you build for your own needs, you sign the documents as the owner (\u00a7 13(5)).<\/p>\n<p><strong>Photograph each stage before it is covered<\/strong>, following Vesmaco&#8217;s installation guide (see <a href=\"\/en\/holding-tank-installation-steps\/\">installation step by step<\/a>): the compacted sand bed and any anchoring slab; the levelled tank with straps tensioned; backfill layers; pipe joints and the alarm cable conduit; the final position, measured from fixed points such as building corners. <strong>Undocumented work is harder to prove later.<\/strong> Where justified, Saaremaa may require an inspection-and-assessment act, with leak-tightness test results, from a person qualified to design or build water and sewerage systems (\u00a7 5(4)); Rae may require an independent expert&#8217;s assessment, paid by the owner if a leak is found (\u00a7 9(3)).<\/p>\n<p><strong>The use notice<\/strong> (<em>kasutusteatis<\/em>). Annex 2 lists it for an installed, rebuilt or extended tank and a replaced part. File it through the Building Register at least <strong>10 days before you start using the tank<\/strong>; if no further checks are announced within those 10 days, you may start (\u00a7 48(2)). It names the property, the structure, its purpose and <strong>the person who built it<\/strong> (\u00a7 48(3)), so keep your installer&#8217;s details. Attach what your municipality asks for; the tank may then be used indefinitely unless a law provides otherwise (\u00a7 49).<\/p>\n<h2>In use: proving the tank is emptied<\/h2>\n<p>The Water Act makes the producer of the wastewater responsible for arranging its transport to the reception point (\u00a7 124(2)). Receipts show that you did.<\/p>\n<ul>\n<li><strong>A document every visit.<\/strong> Saaremaa (\u00a7 9(2)) and Rae (\u00a7 8(3)) oblige the emptying company to issue one; J\u00f5el\u00e4htme obliges you to ask for it (\u00a7 6(4)). Check that it shows the date, the address and the quantity in m\u00b3.<\/li>\n<li><strong>Keep receipts at least two years<\/strong> \u2014 the period in all three examples. Rae adds that you must show them on request (\u00a7 6(8)).<\/li>\n<li><strong>Keep notices, drawings, photos and certificates while you own the tank.<\/strong> Saaremaa also requires a condition check of on-site facilities other than treatment plants \u2014 holding tanks included, by its definitions \u2014 at least once every five years, with the act kept for at least 10 years (\u00a7 7(4)).<\/li>\n<\/ul>\n<p><strong>Large collection areas.<\/strong> If your plot is in a collection area of 2000 population equivalent or more and cannot connect because public sewerage is missing, the water company (<em>vee-ettev\u00f5tja<\/em>) must organise emptying on request (\u00dcVVKS \u00a7 47). Your tank must be leak-tight, hold at least two weeks&#8217; wastewater and be accessible to the emptying vehicle; you are entitled to emptying twice per calendar month at the same per-m\u00b3 charge for removal and treatment as connected customers, plus any monthly fee (\u00a7 48(2)\u2013(3)). Your municipality can tell you which water company serves the area. Elsewhere, this does not apply.<\/p>\n<h2>Frequently asked questions<\/h2>\n<p><strong>Do I need a building permit, or is a notice enough?<\/strong> For the tank itself, a building notice (Building Code, Annex 1). Exceptions: a tank in a house&#8217;s building-permit design is covered by that permit, and a new sewer pipe may need design documentation.<\/p>\n<p><strong>Which certificates does the municipality ask for?<\/strong> Local rules decide: Saaremaa names the manufacturer&#8217;s certificate and\/or CE marking with a declaration of performance, Rae accepts only certified tanks, J\u00f5el\u00e4htme requires demonstrated conformity with EU law. ISO 9001 is a company certificate, not a product one \u2014 ask what your municipality accepts before you order.<\/p>\n<p><strong>Must emptying receipts be kept?<\/strong> In all three example municipalities, yes, for at least two years; Rae also requires you to show them to the supervising authority on request.
