High groundwater (<em>k\u00f5rge p\u00f5hjavesi<\/em>) does not rule out a sewage holding tank (Estonian: <em>reoveemahuti<\/em> or <em>kogumismahuti<\/em>; UK readers may know a sealed tank as a cesspool or cesspit). It changes how the tank is installed: where the water table is high, water in the ground pushes an empty holding tank upwards. This article shows how to find out where the water stands on your plot, why emptied tanks float, what that means during the works and afterwards, and what to tell the supplier and installer before you order.<\/p>\n<h2>Why an empty tank floats<\/h2>\n<p>A holding tank stores wastewater until a tanker pumps it out. It treats nothing and has no outlet, and the <a href=\"https:\/\/www.riigiteataja.ee\/akt\/122022019001?leiaKehtiv\" target=\"_blank\" rel=\"noopener\">Water Act<\/a> (<em>Veeseadus<\/em>, \u00a7 124(2); <a href=\"https:\/\/www.riigiteataja.ee\/en\/eli\/509092026003\/consolide\" target=\"_blank\" rel=\"noopener\">English translation<\/a>, for information only \u2014 only the Estonian text has legal force) requires it to be leak-tight (<em>lekkekindel<\/em>). In saturated ground a sealed, empty tank behaves like a boat hull: the water it displaces pushes it up.<\/p>\n<p>The Ministry of the Environment&#8217;s 2015 guide to rural wastewater systems (official guidance, though dated) says the uplift force of soil water (<em>pinnasevesi<\/em>, the shallow groundwater) must be reckoned with when installing tanks. Where soil water is high, it calls a concrete slab under the tank and anchoring essential &#8220;to prevent an empty or half-empty tank from rising under the influence of soil water&#8221; (our translation).<\/p>\n<p>How large is the force? <code>uplift (kg) \u2248 submerged volume (m\u00b3) \u00d7 1 000 kg\/m\u00b3<\/code>. The lightness that makes the tank easy to deliver and lift is a drawback here. The rest must come from the soil above the tank and from anchoring (<em>ankurdamine<\/em>). Whether soil alone is enough is an engineering calculation, not a rule of thumb: Vesmaco&#8217;s installation guide leaves the weight and dimensions of the anchoring slab or blocks to a certified design or construction organisation. Limits such as the maximum burial depth or groundwater level are specified per model by the manufacturer, so check the drawing for your model or ask the supplier.<\/p>\n<p>This article is about diagnosis. Slab versus blocks, straps and tensioning are covered in <a href=\"\/en\/holding-tank-anchoring\/\">holding tank anchoring: when and why<\/a>.<\/p>\n<h2>How to find the groundwater level on your plot<\/h2>\n<p>The ministry guide (\u00a7 2.4.2) lists five ways to determine the soil-water level:<\/p>\n<ol>\n<li>the water level in nearby dug wells (<em>salvkaev<\/em>);<\/li>\n<li>the level in nearby drilled wells that draw from the uppermost aquifer;<\/li>\n<li>the level in nearby ditches, ponds and streams;<\/li>\n<li>a geotechnical site investigation (<em>ehitusgeoloogiline uuring<\/em>);<\/li>\n<li>&#8220;digging a hole&#8221; \u2014 a trial pit.<\/li>\n<\/ol>\n<p>The first three give an estimate for the area. The most accurate for the exact spot, says the guide, are the last two. For an investigation, an applied-geology firm drills a borehole about 15 cm in diameter and reports the soil layers, the bedrock if reached, and the water level. For a trial pit, an excavator digs a larger hole and you watch whether water appears. The guide&#8217;s rules for the pit:<\/p>\n<ul>\n<li>Dig as deep as the planned installation depth including the tank&#8217;s base \u2014 generally up to 3 m.<\/li>\n<li>Make sure no cable or pipe is damaged.<\/li>\n<li>In some soils (sand) the method does not show the level.<\/li>\n<li>Nobody climbs into the pit: the walls may collapse.<\/li>\n<\/ul>\n<p>How deep is &#8220;installation depth&#8221;? Roughly <code>cover over the tank + tank diameter + 0.2 m sand bed<\/code>, plus about 0.4 m more with an anchoring slab (0.2 m slab and 0.2 m sand on top, per Vesmaco&#8217;s guide). With 1.0 m of cover over a 1.4 m tank that is 2.6 m, or about 3.0 m with a slab. The cover follows from your building&#8217;s outlet pipe; diameters (1.1 to 2.0 m) are in the <a href=\"\/en\/#mudelidjajoonised\">model table<\/a>. Exact depth planning is covered in <a href=\"\/en\/holding-tank-installation-depth\/\">how deep a holding tank should be installed<\/a>.<\/p>\n<h3>The season matters<\/h3>\n<p>The guide stresses that the soil-water level depends directly on precipitation and changes through the year, and that both the highest and the lowest level should be recorded. A pit dug in a dry summer shows the low end. Look again after snowmelt or a long wet spell, or ask neighbours how high the water stands in their dug wells in spring. If you are buying a house, ask the seller the same question and whether a geotechnical report exists. Write the date next to every measurement: &#8220;water at 1.4 m&#8221; means little without it.<\/p>\n<h2>During the works: water in the pit, and an empty tank<\/h2>\n<p>Vesmaco&#8217;s installation guide (in Estonian, 2016) does not describe work in a wet pit. What it does require is at least 20 cm of stone-free 0\u20133 mm sand compacted to 95 %, a tank set level on that bed, and backfill compacted in 30 cm layers. A sand bed cannot be compacted and checked for level under standing water, so ask your installer how the pit will be kept dry (usually by pumping) and for how long, and ask for that item to appear in the quote.<\/p>\n<p>The guide&#8217;s own sequence is the defence against flotation during the works: tank on the bed, <strong>a quarter of the tank filled with water<\/strong>, straps fitted and tensioned, then backfill in layers <strong>while more water is added to the tank<\/strong>. For a 5 m\u00b3 tank the first quarter is 1.25 m\u00b3, about 1 250 kg of water, which must be available on site that day.<\/p>\n<p>An empty tank in an open pit is the riskiest moment: groundwater or a night of rain can lift it. Agree with your installer that placing, ballasting, strapping and backfilling follow one another without a long pause, and schedule the groundwork for the drier part of the year if you can.<\/p>\n<p>Strap types, the sand layer on the slab and why the water goes in before tensioning are covered in the anchoring article linked above. Vesmaco&#8217;s guide states that the product warranty does not apply if the installation instructions are violated or ignored.<\/p>\n<p>Photograph the slab, straps and bed before they are covered. Saaremaa municipality, for example, expects anchoring to follow the soil conditions and the manufacturer&#8217;s instructions, and asks for an act of covered works with photos at commissioning. Saaremaa is only an example: what is required where you live is set by your own municipality&#8217;s rules for on-site wastewater treatment and removal (<em>reovee kohtk\u00e4itluse ja \u00e4raveo eeskiri<\/em>, Water Act \u00a7 104(7)), so check them before the works.<\/p>\n<p>Two neighbouring cases: in clay, the sand-filled pit can collect water like a bathtub even where the natural water table is lower \u2014 see <a href=\"\/en\/holding-tank-clay-soil\/\">holding tanks in clay soil<\/a>. On limestone the constraint is rock rather than water \u2014 see <a href=\"\/en\/holding-tank-limestone-ground\/\">holding tanks in limestone ground<\/a>.<\/p>\n<h2>After installation: a tank that is emptied often<\/h2>\n<p>A holding tank is empty far more often than most buried tanks. Using the ministry&#8217;s planning range of 100\u2013150 L per person per day, a 5 m\u00b3 tank serving four people fills in 5 000 \u00f7 (4 \u00d7 100\u2026150) \u2248 8\u201312.5 days (nominal volume; the usable volume is somewhat lower because the alarm level leaves a reserve, so check the drawing for your model). The guide itself speaks of emptying about once a week for a family of four. So the tank stands empty dozens of times a year, in every season \u2014 including the weeks when the water is highest. You cannot wait for dry weather.<\/p>\n<p>The ministry guide describes the consequence in its septic-tank chapter: soil water can lift an unanchored tank after emptying and break its pipe connections. The physics is the same for any buried tank, and a holding tank with a broken joint is no longer leak-tight.<\/p>\n<p>That is why protection has to be built in at installation rather than managed at each emptying. Water left in the tank as ballast takes up storage volume and brings the next emptying closer, so it is a stopgap at best. A summer house is a special case: a tank emptied in autumn stands empty through the spring high water. Tell the supplier.<\/p>\n<h2>What to tell the supplier and the installer<\/h2>\n<ul>\n<li><strong>Water level:<\/strong> depth below ground, date, method (trial pit, well, geotechnical report), and the highest level anyone knows of.<\/li>\n<li><strong>Soil met in the pit:<\/strong> sand, clay, limestone; depth to rock.<\/li>\n<li><strong>Depth:<\/strong> the inlet depth <em>h<\/em> (the order drawing allows up to 1 500 mm) and the volume you need \u2014 and whether a longer, shallower model would fit the plot.<\/li>\n<li><strong>Surface:<\/strong> green area or traffic.<\/li>\n<li><strong>Use:<\/strong> permanent or seasonal; months when the tank stands empty.<\/li>\n<li><strong>Who sizes the slab or blocks.<\/strong> Vesmaco&#8217;s guide leaves this to a certified design or construction organisation; agree before ordering who will do it, and ask the supplier whether it can help.<\/li>\n<li><strong>Straps:<\/strong> the order drawing lists an optional polyester anchoring strap with tensioner (the MK-5 D1400 drawing shows four). Strap type and quantity are specified per model by the manufacturer, so check the drawing for your model and ask for the straps to be included in the quote if you need them.<\/li>\n<li>Photos of the trial pit and a plot sketch.<\/li>\n<\/ul>\n<h2>Frequently asked questions<\/h2>\n<p><strong>Can a holding tank be installed where groundwater is high at all?<\/strong> Yes. Both guides provide for it: the ministry guide with a concrete slab and anchoring, Vesmaco&#8217;s guide with a reinforced-concrete slab or, in stable soil, concrete blocks. It is also one of the options left where high groundwater rules out infiltration: the ministry guide calls a septic tank with an infiltration field unsuitable where there is not at least 1.2 m between the infiltration layer and the highest groundwater level all year round.<\/p>\n<p><strong>Does the soil on top not hold the tank down?<\/strong> It helps, but whether it is enough depends on cover depth, soil, water level and tank size. That is the designer&#8217;s calculation. Where soil water is high, the ministry guide treats slab and anchoring as essential, not optional.<\/p>\n<p><strong>Should the tank be left partly full after emptying?<\/strong> Anchoring exists so that the tank can stand empty: the ministry guide names the &#8220;empty or half-empty tank&#8221; as the case it protects against. If you do not know whether an existing tank in wet ground is anchored, ask the manufacturer or your installer before the next emptying.<\/p>\n<hr \/>\n<p><strong>Mention the groundwater level in your enquiry.<\/strong> Write the measured depth, the date and the method into the <a href=\"\/en\/#order\">quote form<\/a>, together with the volume and inlet depth, and ask whether anchoring straps should be quoted with the tank.
