If you are buying a house in Estonia with a &#8220;septic tank&#8221; in the listing \u2014 or a plot with nothing in the ground \u2014 start with the address, not the product: location decides what is lawful. Inside a sewage collection area (<em>reoveekogumisala<\/em>) the choice can narrow to a sealed sewage holding tank (<em>reoveemahuti<\/em>; in legal texts <em>reovee kogumismahuti<\/em>; a &#8220;cesspool&#8221; to UK readers) emptied by tanker. Elsewhere you may have alternatives. This is a process map: three steps, then what to inspect when a house comes with an existing tank, and what follows if a holding tank is your route.<\/p>\n<h2>Step 1: is the plot inside a sewage collection area?<\/h2>\n<p>A <em>reoveekogumisala<\/em> is an officially designated area with enough residents or economic activity for wastewater to be collected through sewers and led to a treatment plant (Water Act \u00a7 93); the Environmental Board (Keskkonnaamet) designates the areas together with the municipality (\u00a7 99). Riigi Teataja&#8217;s English translation of the Act calls it an &#8220;agglomeration&#8221; and a holding tank a &#8220;collection tank&#8221;.<\/p>\n<p>Where to check:<\/p>\n<ul>\n<li><strong>Keskkonnaportaal.<\/strong> The <a href=\"https:\/\/keskkonnaportaal.ee\/et\/reoveekogumisalad\" target=\"_blank\" rel=\"noopener\">collection areas page<\/a> links to the register, where confirmed areas can be shown on a map (layers <em>Vesi \u2192 Veekasutus \u2192 Reoveekogumisala<\/em>). In Estonian.<\/li>\n<li><strong>Municipal plans.<\/strong> The public water supply and sewerage development plan (<em>\u00dcVK arendamise kava<\/em>) must contain maps of collection areas and connection deadlines for areas sewered or to be sewered within four years (\u00dcVVKS \u00a7 14(1)). The comprehensive plan (<em>\u00fcldplaneering<\/em>) shows the boundaries and the areas to be sewered later (Water Act \u00a7 99(3)).<\/li>\n<li><strong>The municipality<\/strong> (<em>kohalik omavalitsus<\/em>). Ask its environmental or construction specialist in writing, including the area&#8217;s size class in population equivalents (p.e.).<\/li>\n<\/ul>\n<p>Then read your case from the Water Act (<em>Veeseadus<\/em>) \u00a7 124:<\/p>\n<figure class=\"wp-block-table\">\n<table>\n<thead>\n<tr>\n<th>Your plot<\/th>\n<th>What the law allows<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>Public sewerage with a connection point for the plot<\/td>\n<td>Connect. Holding-tank requirements live there: where a tank is mandatory, the setback (<em>kuja<\/em>), the documents, proof of emptying. The national setback regulation (No 31 of 31.07.2019) does not mention holding tanks; the municipality may set one. No rule fits every plot.<\/p>\n<p>Search Riigi Teataja for the municipality&#8217;s name plus &#8220;reovee kohtk\u00e4itluse ja \u00e4raveo eeskiri&#8221;; expect Estonian only. Local rules can be stricter than the Act. Saaremaa&#8217;s, for example, allow a holding tank in an area served by public sewerage only as a temporary exception until the sewer is built and in use (\u00a7 3(5)), and make one compulsory in compact settlements outside collection areas where discharge points cannot be kept far enough from wells (\u00a7 3(6)). Rules differ by municipality, so check your own.<\/p>\n<p>Only now is the technology chosen. A holding tank stores wastewater with no treatment and no outlet; a septic tank (<em>septik<\/em>) settles solids and needs an infiltration field; a biological treatment plant treats. Vesmaco&#8217;s installation guide tells inexperienced buyers to ask the supplier or manufacturer for a list of licensed installers \u2014 ask whether one is available<\/td>\n<\/tr>\n<tr>\n<td>Tank manufacturer<\/td>\n<td>Models, drawings, options and the documents your municipality will ask for<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/figure>\n<p>One case has its own rules. In a collection area of 2,000 p.e. or more where you cannot connect because no sewer exists, \u00dcVVKS \u00a7 47 obliges the water company to organise the emptying service (<em>purgimisteenus<\/em>) at your request. You install the tank, which must be leak-tight, hold at least two weeks&#8217; wastewater and be accessible to the truck. The service is available twice per calendar month at the same per-m\u00b3 charge for wastewater removal and treatment that connected customers pay, plus any monthly subscription fee (\u00a7 48(2)\u2013(3)). Elsewhere you contract an emptying company yourself.<\/p>\n<h2>Buying a house with an existing tank: what to check<\/h2>\n<p>Check before you sign: afterwards the tank and its duties are yours (see the second question below).<\/p>\n<ol>\n<li><strong>Identify what is in the ground.<\/strong> Sellers say <em>septik<\/em> for almost any buried tank. A holding tank has an inlet and no outlet; a septic tank has an outlet to an infiltration field; older houses may have a brick or concrete-ring pit (<em>lampkast<\/em> in everyday speech). Ask for the cover to be opened.<\/li>\n<li><strong>Ask for the papers.<\/strong> The Building Register (<em>ehitisregister<\/em>, ehr.ee) record or the building and use notices, the manufacturer&#8217;s drawing and conformity documents, the act of covered works with photos, and emptying invoices. Saaremaa, for example, requires invoices showing address, volume and date to be kept at least two years and a documented condition check at least every five years, and may demand a tightness assessment signed by a competent person. An older tank may have no record; ask the municipality what it expects from a new owner in that case.<\/li>\n<li><strong>Compare invoices with the water meter.<\/strong> The ministry&#8217;s guidance for municipal inspectors uses emptying invoices to judge whether the volume taken away matches the water consumed. Do the same for the past year: far less taken away than used means wastewater is going elsewhere.<\/li>\n<li><strong>Look for signs of leakage.<\/strong> The same guidance: unusually thick contents suggest liquid seeping out, very dilute contents suggest groundwater seeping in, and brick-built or cracked tanks are mostly not leak-tight. It describes two checks \u2014 empty the tank and inspect floor and walls, also for outlet openings, or fill it with water and see whether a marked level holds for a couple of hours \u2014 and cites studies in which nearly half of on-site systems were not leak-tight. Have an independent competent person inspect.<\/li>\n<li><strong>Material.<\/strong> The 2015 ministry guide does not recommend metal or reinforced-concrete tanks, because their long-term tightness generally cannot be assured; today&#8217;s tanks are usually fibreglass (GRP) or polyethylene \u2014 compared in <a href=\"\/en\/grp-vs-polyethylene-holding-tank\/\">GRP or polyethylene holding tank<\/a>.<\/li>\n<li><strong>Volume against your household.<\/strong> <code>days between emptyings = volume (L) \u00f7 (persons \u00d7 litres per person per day)<\/code>. At the guide&#8217;s planning figure of 100\u2013150 L per person per day, four people produce 400\u2013600 L a day, so a 5 m\u00b3 tank lasts about 8\u201312.5 days and a 10 m\u00b3 tank about 17\u201325 days. This treats nominal volume as usable; in practice the usable volume below the alarm level is somewhat smaller \u2014 check the alarm height on the tank&#8217;s drawing. A tank that suited weekend visits fills much faster for a family living there permanently.<\/li>\n<li><strong>Access and equipment.<\/strong> The 2015 guide advises tanker access in every season, no driving over the tank, and a level sensor. Check the cover and vent too.<\/li>\n<li><strong>Planned sewerage.<\/strong> A connection point promised in the development plan may bring a duty to connect (first question below), which limits what is worth investing in an old tank.<\/li>\n<\/ol>\n<p>If the tank fails these checks, budget for a replacement \u2014 see <a href=\"\/en\/replacing-old-holding-tank\/\">replacing an old holding tank or cesspit<\/a>. If the seller cannot hand over the drawing and documents, ask the tank&#8217;s manufacturer whether they can be provided.<\/p>\n<h2>If a holding tank is your route<\/h2>\n<ul>\n<li><strong>Paperwork.<\/strong> The Building Code (<em>Ehitusseadustik<\/em>) lists a building notice (<em>ehitusteatis<\/em>) and a use notice (<em>kasutusteatis<\/em>) for a holding tank, and no building permit in that row. Both are filed through the Building Register: the building notice at least 10 days before work starts, the use notice at least 10 days before use starts. The full path is in <a href=\"\/en\/holding-tank-rules-estonia\/\">holding tank rules in Estonia<\/a>.<\/li>\n<li><strong>Running cost.<\/strong> A holding tank treats nothing, so every litre is trucked away: <code>annual cost = emptyings per year \u00d7 your local price per visit<\/code>. Get that price from local operators before choosing a volume.<\/li>\n<\/ul>\n<h2>Frequently asked questions<\/h2>\n<p><strong>Will I have to connect when public sewerage reaches my street?<\/strong> The law sets a duty with an exception. The owner must connect within the deadline in the municipality&#8217;s development plan or, if it gives none, within four years of the plot&#8217;s connection point being completed (\u00dcVVKS \u00a7 17(3)). \u00a7 17(4) lifts the duty where wastewater collection and treatment are ensured in another way that meets Water Act requirements. Whether your tank qualifies is for the municipality and the water company to say \u2014 ask before investing.<\/p>\n<p><strong>The seller says the tank has never caused trouble. Who is responsible after the sale?<\/strong> Once the house is yours, so are the duties: where \u00a7 124(2) of the Water Act applies, the producer of wastewater must collect it in a leak-tight tank and arrange its transport, and local rules such as Saaremaa&#8217;s make the owner responsible for using and maintaining the system. Collect evidence before signing \u2014 papers, invoices, an inspection \u2014 and ask your notary or lawyer how to record the system&#8217;s condition in the contract.<\/p>\n<p><strong>Can I read the rules in English?<\/strong> Partly. Riigi Teataja publishes official English translations of the Water Act, the Public Water Supply and Sewerage Act and the Building Code (linked under Sources), but only the Estonian text has legal force. The municipal rules and the Keskkonnaportaal page we opened are in Estonian only, so put your questions to the municipality in writing.<\/p>\n<hr \/>\n<p><strong>Once your municipality confirms that a holding tank is acceptable, ask us for models and drawings.<\/strong> The <a href=\"\/en\/#mudelidjajoonised\">model table<\/a> lists 19 fibreglass tanks from 2 to 15 m\u00b3, each with a drawing in PDF and DWG.
